Criminal Records Bureau and Independent Safeguarding Authority

Updated July 1st 2010

Criminal Records Bureau (CRB) checks enable organisations that provide opportunities or services for children and vulnerable adults to access relevant information to assist in recruitment decisions.   The BCU is a Registered Body with the CRB and is able to administer checks on behalf of our affiliated organisations, coaches, volunteers and staff.

From July 1st 2010 there is a new form to complete for CRB checks. We have therefore updated our guidance to support anyone applying or seeking guidance on the process. For further information relating to applying for a CRB disclosure refer to the following documents:

Vetting and Barring Scheme and Criminal Records – Update February 2011
In 2010 the Government announced a review to consider if there was a need to remodel the Vetting and Barring Scheme (VBS) and the Criminal Records process.    Views were sought from a wide range of groups and individuals and   Canoe England along with other NGB’s gave feedback to consultation via the Child Protection in Sport Unit/NSPCC.

Following the review, on 11th February the Government announced that they plan to scale back the VBS and criminal records regime to common sense levels.  The changes will be linked to the Protection of Freedoms Bill which is expected to become law in 2012.  Included in the statement the Government has announced that their proposals include the portability of criminal record checks between jobs.   This is a welcome announcement and the BCU are investigating how we could apply this.

Until the full details of all the new proposals are announced all BCU policies and procedures remain in place and the new safeguarding regulations introduced in October 2009 continue to apply. These include:

+ A person who is barred from working with children or vulnerable adults will be breaking the law if they work or volunteer, or try to work or volunteer with those groups.

+ An organisation which knowingly employs someone who is barred to work with those groups will also be breaking the law.

+ If your organisation works with children or vulnerable adults and you dismiss a member of staff or a volunteer because they have harmed a child or vulnerable adult, or you would have done so if they had not left, you must tell the Independent Safeguarding Authority.
